Disaster and Emergency Information

What Is Considered a Disaster or Emergency?

A disaster or emergency may be declared by:

  • The President of the United States
  • A state Governor
  • The Secretary of the U.S. Department of Health and Human Services through a Public Health Emergency (PHE) declaration

These declarations identify the affected geographic area and the period during which special protections may apply for Medicare beneficiaries.

Coverage During a Declared Disaster or Emergency

If you are unable to obtain needed services from a contracted provider due to a declared disaster or emergency, Blue Cross and Blue Shield of Nebraska (BCBSNE) will help ensure continued access to covered health care services.

During a declared disaster or emergency, we will:

Medicare Part A and Part B Services

  • Cover Medicare Part A and Part B benefits and supplemental Part C benefits furnished at non-contracted facilities, provided the facility has an agreement with CMS and meets applicable Medicare requirements.
  • Waive referral requirements, when applicable.
  • Apply the same enrollee cost-sharing that would have applied if services had been received at a contracted facility.

Continuity of Care
These accommodations are available for members who reside in the area affected by the disaster or emergency declaration and are unable to access contracted providers because of the emergency circumstances.

Payment to Non-Contracted Providers
For covered benefits furnished by non-contracted providers during a declared disaster or emergency, BCBSNE will reimburse providers in accordance with applicable Medicare requirements and the terms of the provider's participation under Medicare. Member cost-sharing will remain the same as if care had been received from a contracted provider.

Duration of Special Accommodations
The special requirements described above remain in effect until the end of the declared disaster or emergency and continue for up to 30 days after the termination of the declaration or longer if needed to ensure that affected members have restored access to contracted providers.

Emergency Status Updates
Information regarding state or federal disaster declarations, public health emergencies and any temporary accommodations available to BCBSNE Medicare members will be posted on this page when applicable.

There are currently no active disaster or emergency notices affecting member benefits.
